This far reaching report makes a number of challenges to the Scottish commercial property industry including:

• raising energy standards of new build by 50% by 2010 based upon 2007 standards
• further raising energy standards of new build by 75% by 2013 based upon 2007 standards
• and possible legislation to require energy perfromance of existing non domestic stock

Ministers have stated that decisions on regulations will not be taken unless there is a clear evidence base covering the factors involved.  Consequently SPF is engaging with the Scottish Building Standards division of the Government's Built Environment directorate in order to inform this evidence-gathering process.
