The development management regulations are a key part of the planning reform process.  SPF has welcomed the reform process and recognises there is a need for the industry to embrace greater community engagement.  That said, in its submission SPF expresses major reservations over the thresholds that have been adopted for the pre-application consultation procedure in relation to certain locald evelopments and it is argued that in fact the thresholds proposed by the Scottish Government must be reduced.
