In a letter sent to John Swinney in April SPF members called for the government to avoid policy changes that might deter investment or development in the current economic climate.  The announcement by First Minister Alex Salmond on Tuesday 19th August confirms that the government will seek reform of the existing Circular 12/96 on developer contributions rather than seek to introduce wider ranging reform at this stage.
