SPF responded to this consultation on 21st March.  The development hierarchy is a key part of the new planning system and SPF supports it in principle.  A number of concerns are raised however, including the identification of thresholds and these concerns are expressed fully in our reply to the development management consutlation paper (SPF-PS-2008(05)).
