SPF has commented on the consultation paper SPP23: Protecting our Historic Environment.  Noting that the private sector is by far the biggest investor in the historic built environment the SPF has underlined that the best sustainable means of protecting the majority of listed buildings is to ensure their continued use and that this should be a core consideration for the authorities.  SPF's full comments may be found here.
