The Scottish Futures Trust is not supported by SPF in its current guise.  We are alarmed that it has sent a negative signal to the private investment market and this at a stage when it is not fully thought through, for example by not considering the issue of risk.  This puts at risk the necessary contribution fromt he private sector that must be made in major infrastructure projects.  We ask in our submission that the Scottish Government considers reform of PPP/PFI projects to incorporate 'gain-sharing' in roder to reassure the taxpayer.
