Committees

Our policy work is overseen by specialist committees, each one made up of a Chair and between 10 and 25 people from our member companies. We currently have 5 committees.

Committees are supported by members of our team.

Commercial Real Estate Committee

Currently working on: Community Right to Buy legislation and Community Empowerment Bill, Land reform agenda, S63 Regulations relating to landlord and tenant factors, compulsory purchase order reform and land registration issues, standardising industry lease terms, town centres rejuvenation, LBTT and business rates reform.

Residential Investment and Management Committee

Currently working on: private rented sector tenancy reform and investment including security of tenure and rent control, enforcement enhancement areas, 20 year residential lease cap, support for SME house-builders, residential property management (owners or tenants), S64 Regulations (energy efficiency in residential properties), liaison with Scottish PRS Champion working groups, Scottish Government Housing Policy and Delivery Group liaison, student accommodation and HMO licensing.

Tax Committee

Currently working on: roll out of Land and Buildings Transaction Tax, business rates reform, tax incentives for SME house-builders, liaison with Revenue Scotland on LBTT guidance, local property taxation reform, liaison with BPF tax and VAT Committees.

Planning & Development Committee

Currently working on: planning reform and infrastructure delivery including S75 policy, strategic and local development plans, liaison with the DPEA, listed building consent reform, Scottish Planning Policy and Planning performance, planning fees and chargeable pre-application meetings, liaison with Scottish Government Agencies and NDPBs, Scottish Water, Heads of Planning Scotland and local planning authorities.

Building Standards and Sustainability Committee

Currently working on: S63 regulations (commercial property building improvements to achieve energy efficiency at point of sale or lease), 2015 technical building standards roll-out, certification and S64 residential building improvements for energy efficiency at point of sale or lease, sustainability labels, flooding policy reform, building innovation to improve energy efficiency.
